Under the new rules, Rule 17.2 is deleted. Matt Knowles explains what this means to you.

Not exactly; Rule 17.2 was modified by appendix D under the 2005-2008 rules, but it wasn't deleted.
D1.1(a) in 2005 rules: "Rule 17.2 is changed to Except on a beat to windward, while a boat is less than two of her hull lengths from a leeward boat, she shall not sail below her proper course unless she gybes. "
Thus, 17.2 would not apply to boats that are not overlapped (as it does in fleet racing). So it was narrowed, not deleted.
