Not exactly; Rule 17.2 was modified by appendix D under the 2005-2008 rules, but it wasn't deleted.
D1.1(a) in 2005 rules: "Rule 17.2 is changed to ‘Except on a beat to windward, while a boat is less than two of her hull lengths from a leeward boat, she shall not sail below her proper course unless she gybes.’ "
Thus, 17.2 would not apply to boats that are not overlapped (as it does in fleet racing). So it was narrowed, not deleted.

Rule 17.2 was always deleted in team racing on non-windward legs...See appendix D, Rule R1.1(a) in the 2005-2008 RRS. In the 2009-20012 RRS that has been removed from appendix D since 17.2 no longer exists.
