he is permitted to round the mark continue to sail straight until he exits the zone and then gybe. You are not allowed to tack after rounding before you complete your penalty. |

What's the deal? Did he know about the double yellow flag? Or was he waiting to get out of the zone? Rules question: on the run when he was flagged, should he have sailed clear of the zone to take the penalty then round the mark, or is he permitted to round the mark exit the zone and then do the gybe? |
Double penalty seems a little too much in that situation. Red wold have been proper.
