important to note that #15706 and #17321 are on the same team so there is no foul between them. The foul is between #15706 and #15705 at time 0:26. |

My call on this one is that 15706 does exonerate himself properly. The foul occurs at 0:25 while 15706 is on starboard tack. He then tacks onto port, and jibes to starboard.
Note that the rules do not require this to be a "continuous" turn. The tack and jibe must be done in the same turn (clockwise or counter clockwise), and completed as soon as possible.
