I wasn't there, but why were those the only 2 options? Why couldn't you do a general recall and let those 19 boats sit out with BFD's while the 80% gets a fair start?

Since the Black Flag rule in effect at 1 minute, it's any boat that is OCS within that minute, not just at the start. About 5 seconds before the start, there were boats over, so we just started calling them, one right after the other. We had three sets of eyes watching the line, that's how we were able to get 19 boats called. We had two options: AP that race, which this was the third attempt, or let the race go with the boats we called. Had we AP'd that race, we would not have been fair to the 80% of the fleet that was not OCS.

On a black flag start there is no signal of individual recall (see rule 29.1, last sentence). Instead they just write down the numbers of the boats they see over and score them BFD. In race 7, 19 boats are recorded as BFD but I cannot tell how many were in the purple flight. Ken Legler

From a video I think it is very hard to tell if boats were over. It really depends on where the video was being shot in relation to the pin. Unless the camera is aimed straight down the line, it is impossible to judge who, if anyone was over. The distorted perspective provided by a camera is why most protest committees will not allow videos as evidence in a protest hearing. I agree it looks like boats were over in this video, but I think it is unfair to make judgements on the quality of the volunteer race committee without complete information.

The fact that the RC let that start go with that many boats over the line without even an individual recall is absurd. Absolutely not fair sailing. It seems like the RC was just trying to force races in and in doing so created a very poor quality of racing. Is there something that I am missing here? Thoughts?
