It may be illegal, but everyone does it. There is really no other way to get off of a college line.

Totally illegal.
At a Judges Forum this year, exactly this type of manoeuvre was shown broken down into stages on video and underlined as illegal; indeed all International Judges are being brought into line on this, even to sit behind a start and look for much lesser leech-fanning.
Look also at the girl late in the video who applies a further vertical body-pump .....
Nevertheless, a very useful boat-handling exercise.

b.t.w. MY personal view is that RRS42 should be lobbed and ALL/ANY body movements allowed, however while the rule exists, THIS IS ILLEGAL.

The coach says "...its a speed build, not a trim-in..." there is no mention of steering.
Rule 42.3 allows rolling to facilitate steering, but I think it would be hard to convince a jury that that was the objective here. From watching the rudder and the course of the boat in the video, the students are in my view learning how to do an illegal pump.

off the line when they rock the boat to windward its to bear off to below a closehauled course and the rock to leeward is to turn the boat back up to closehauled you get a rock out of it but its technically to turn the boat
